Following an investigation by CBS News and alerts from an anonymous federal employee to the Justice Department, a senior prison official has suspended the agreement, halting product procurement across all institutions.
Concerns were raised regarding the health and safety implications of distributing unapproved nicotine products to federal inmates.
Motivation Behind Nicotine Pouch Distribution
The Bureau of Prisons (BOP) aimed to combat contraband tobacco and nicotine trafficking within prisons by offering nicotine pouches through commissaries. The initiative is under review, with all purchasing suspended, following consultations with the FDA.
No adverse health effects have been reported from the product use. SHFT Enterprise Holdings LLC, the company supplying the pouches, was incorporated shortly after BOP’s inquiry into vendors capable of providing FDA-authorized nicotine products.

The BOP’s trust fund management facilitated nicotine pouch availability in prisons, pricing tins at $6.99 for the bureau, while inmates were charged $9.10 per tin. A memorandum indicated popularity among inmates.
