Mayor Mamdani’s Initiatives on NYPD Use of Force and Policing Reforms
New York City Mayor Zohran Mamdani announced an internal review of the NYPD’s use of force. This move addresses issues related to police accountability, though it does not meet all of his campaign promises.
Promise of Accountability
Mamdani emphasized that when the government uses force, accountability should be paramount. He stated, “Every New Yorker deserves to know that force will be used lawfully, carefully and only when necessary.” Despite this pledge, several of his promises remain unfulfilled.
Unmet Campaign Promises
More than nine months into his term, Mamdani has not disbanded the NYPD’s Strategic Response Group or removed the database of suspected gang members. Additionally, he hasn’t shifted police resources away from minor offenses.
Background on the Review
The review follows the retirement of an officer involved in a 2024 shooting. The officer retired before facing any disciplinary trials. The shooting incident involved 19-year-old Win Rozario, who was shot by police after a mental health crisis led to a confrontation.
The state attorney general’s office did not press charges against the officers, concluding their actions were justified.
Goals of the Initiative
Mamdani’s initiative includes $2.6 million in additional funding for the NYPD’s Office of Inspector General. It will also lead to state notifications when officers retire under disciplinary charges.
This initiative aims to improve accountability and introduces the first use-of-force review in over a decade. Mamdani described it as involving a significant community engagement process.
“We have an obligation to Win’s family and to every New Yorker who calls for help in a moment of crisis,” Mamdani said.
Community and Political Reactions
The review aligns with Mamdani’s broader efforts within the city’s police reforms. Despite initial plans, Mamdani has not eliminated NYPD activities related to low-level offenses. Public urination summonses, for instance, have increased by 18% during his time in office.
Mamdani had also opposed the Strategic Response Group, citing costly legal settlements. “As Mayor, I will disband the SRG,” he stated in a public post.
Larger Policing Challenges
The mayor continues discussions on these issues with Police Commissioner Jessica Tisch, who was retained from the previous administration. Critics and supporters alike are closely watching how these changes will take shape.
