Revived Vision for 5 World Trade Center Development

New plans are underway for the site initially designated for 5 World Trade Center, once intended to be the sole residential project within the World Trade Center development. Governor Kathy Hochul’s office has confirmed the halt of previous plans but remains enthusiastic about a new direction.
Since the tragic events of September 11, 2001, the World Trade Center site has transformed remarkably. It now features multiple prominent structures, such as office skyscrapers, a museum, a performing arts center, a transit hub, and a church. Despite this progress, an area south of the main development remains barren, marked only by an absence notable against the revitalization backdrop.
“While the current plan is no longer moving forward, the governor remains committed to ensuring this site delivers on what was promised with a vibrant, mixed-use project that honors the broader vision of the World Trade Center campus,” Kristin Devoe, a spokeswoman for Ms. Hochul, said in a statement.
The previous ambition articulated in 2023 by Governor Hochul aimed for rapid construction commencement by 2024. However, the site presently holds only a fenced asphalt lot, illustrating the delay in the project’s progress.
Control of the development site is shared among the Port Authority of New York and New Jersey, the Lower Manhattan Development Corporation, and the state. These entities have acknowledged challenges in moving forward with the initial plan. The governor’s office has reassured stakeholders of a commitment to creating a dynamic mixed-use environment on the location that aligns with the larger goals for the World Trade Center area.
