Jared Kushner recently negotiated directly with Khalil al-Hayya, a leader of Hamas, marking a significant moment in his diplomatic tour of the Middle East. This engagement forms part of ongoing efforts to revive the stalled Gaza peace talks, with the next stop being a meeting with Israeli Prime Minister Benjamin Netanyahu.
The timing is critical as it coincides with the expiration of a 60-day negotiation period over the U.S.-Iran nuclear deal. Despite early optimism, both countries remain far apart on key issues like Iran’s nuclear program and the Strait of Hormuz, which poses a challenge to Kushner’s negotiating skills.
Kushner is known for high-profile agreements during the Trump administration. He facilitated the United States-Mexico-Canada Agreement (USMCA), replacing NAFTA, to applause from Mexican officials and critique from Trump’s detractors. He also helped broker the Abraham Accords, a pivotal Middle East peace deal involving Israel and the UAE, credited by UAE Foreign Minister Abdullah bin Zayed to the Trump team’s efforts, highlighting Kushner’s importance.
After Trump’s presidency, Kushner shifted to finance, creating Affinity Partners, a private equity firm backed by Saudi investments. However, he returned to politics in Trump’s second term for negotiations on the Gaza conflict in 2025. Supported by special envoy Steve Witkoff, Kushner aided in establishing a ceasefire and hostage agreement, underscoring his diplomatic influence. Former Ambassador Daniel Shapiro attributed quick results to Kushner’s skills and relationships.
“We called in Jared,” Trump revealed during a speech in Israel’s Parliament, emphasizing the strategic value Kushner brought through his unique approach to diplomacy.
Kushner exemplifies Trump’s method of wielding personal representatives alongside formal diplomacy. Yet, without ambassadors and the usual diplomatic infrastructure, their roles raise concerns about sustainability.
A 2018 study from The Hague Journal of Diplomacy highlighted that special envoys offer flexibility and direct political impact but depend on systematic diplomatic support to succeed consistently. Under Trump, these systems have deteriorated, with many critical ambassadorial positions vacant. As of mid-2025, nearly half of such positions remain unfilled, affecting major geopolitical hotspots.
This trend complicates matters in countries like Russia, Ukraine, and Iran, where peace remains elusive. The Indo-Pacific, crucial for U.S. strategic interests against China, has also seen significant diplomatic voids.
Ambassadors and career diplomats play irreplaceable roles by preserving institutional knowledge and ensuring continuity of agreements. They translate agreements into policy, bridging the gap left by special envoys like Kushner, who might secure foundational deals but cannot oversee long-term implementation.
History shows special envoys can solve intractable disputes when supported by robust diplomatic machinery. Clinton’s envoy to Northern Ireland, George Mitchell, and Bosnia’s Richard Holbrooke needed institutional backing to succeed.
Kushner’s gains often stem from scenarios ripe for agreement. Trade needs united the U.S., Mexico, and Canada. Regional security interests drove Israel and Gulf states toward normalization via shared goals. Conversely, conflicts like Gaza, Iran, and Ukraine involve stark disagreements and benefits in prolonging discord, emphasizing the need for comprehensive diplomacy.
Citing a recent U.S. Foreign Service survey, weakening institutional structures has harmed diplomatic effectiveness, with widespread reports of diminished morale. While Kushner’s initiatives gain headlines, effective diplomacy necessitates a full diplomatic body to sustain outcomes post-agreement.
