When first encountering the reports on China’s extensive surveillance system, parallels to George Orwell’s “1984” and the concept of Big Brother arise. Surveillance in China includes ranking citizens based on political and social criteria determined by the Communist Party.
China has since advanced to become a global leader in surveillance technology, bolstered by developments in artificial intelligence. The authoritarian framework from the Mao era has evolved into a system of enhanced policing, now being shared with other nations, particularly authoritarian states and frail democracies, as noted by David Pierson and Berry Wang.

In the Solomon Islands, a remote village faced disturbances caused by young men under the influence of betel nut and homemade alcohol. Requested assistance from the police came in the form of Chinese officers, deployed under a security agreement with China. Their proposed solution involved an extensive data collection effort: fingerprints, palm prints, and comprehensive personal details of the residents. This method is part of a revised community-surveillance tactic dating back to Mao’s leadership, revived under President Xi Jinping. It promotes civilian oversight to identify and eliminate political dissenters.
