Venezuela Signs Agreement with General Electric to Enhance Electrical Services

The Venezuelan government has entered into an agreement with General Electric to improve the country’s electrical service. Venezuela suffers from frequent power outages impacting daily life. Critics often cite inadequate generation capacity, poor facility maintenance, and poor management as underlying causes of these outages.
The signing ceremony took place at the Miraflores presidential palace and was led by Venezuela’s acting president, Delcy Rodríguez, and Eric Gray, CEO of GE Vernova’s energy division. GE Vernova focuses on electricity generation, transmission, distribution, and storage.
Rodríguez described the memorandum of understanding as a ‘historic step’ toward recovering essential services. Following six weeks of cooperative efforts, a detailed report on Venezuela’s electrical system has been compiled. She urged the immediate drafting of the final contract to commence work. The goal is to restore 1,000 megawatts within two years and over 5,000 megawatts in four years. Details regarding the cost were not disclosed.
Experts frequently point to poor administration leading to electrical issues in 23 states and the Venezuelan capital. The facilities, particularly thermal power plants, have deteriorated over time. These plants were previously relied upon during dry seasons or when the Guri hydroelectric plant, which supplies 60% of the nation’s energy, was under repair. Venezuela currently faces a deficit of 3,000 megawatts.
The agreement follows legal reforms initiated in January that eased the rigid state control over the energy sector. This opened the field to foreign investment. These changes in energy legislation also led the U.S. Treasury Department to relax sanctions against Venezuela, enabling American and other international companies to operate within the nation.
Following a U.S. military operation on January 3rd that led to the deposition and capture of then-President Nicolás Maduro, the U.S. has established a ‘three-phase’ roadmap. This includes efforts toward stabilization, recovery, and democratic transition in Venezuela.
