President Donald Trump’s frequent clashes with Senate Republicans are hindering his legislative agenda. Analysts indicate these self-inflicted setbacks are slowing progress on Capitol Hill.
Nomination Paused
Trump announced he would delay Jay Clayton’s nomination as director of national intelligence (DNI). This decision stems from awaiting the confirmation of his nominee for U.S. attorney for the Southern District of New York. In the meantime, acting DNI Bill Pulte remains in position.
This delay complicates efforts to pass a bipartisan deal to reauthorize FISA Section 702, which recently lapsed. Trump’s decision is the latest in several actions that have affected his relations with Senate Republicans. These include attempts to fund anti-weaponization campaigns and a Department of Justice probe involving former Federal Reserve Chair Jerome Powell.
Midterms Pressure
With midterms approaching, Trump and Republicans might rush to advance his agenda while controlling both chambers. Analysts believe Trump could face pressure if Democrats retake the House, as they are favored to do, with the Senate remaining competitive. Losing control would hinder Trump’s conservative agenda.
Pro-Trump unity within the Republican Party seems to be splintering. Mark Rozell from George Mason University explained that losing legislative control would force Republicans to focus on surviving beyond 2028 in the shadow of Trump’s diminishing popularity.
McDonald Replacement
Trump stated he would not advance Clayton’s nomination until Jamie McDonald is confirmed as Clayton’s replacement. This requires approval from New York Senators Schumer and Gillibrand via the ‘blue slip’ process and Senate confirmation. Trump’s decision impacts Congress’ agenda, keeping Pulte as acting DNI.
Both parties have voiced concerns over Pulte’s lack of national security experience. House Democratic Leader Hakeem Jeffries critiqued his qualifications, labeling him unqualified and dangerous without requisite experience.
Complications with FISA
Trump’s actions further complicate negotiations for a FISA deal. Senate leadership has stated insufficient votes exist to pass the SAVE Act tied to the FISA reauthorization. Section 702 is a critical counterterrorism tool, yet controversially enables warrantless searches of Americans.
Trump aims to assert his presidential authority. However, Costas Panagopoulos from Northeastern University warned this approach risks backfiring, especially if Republican dissent emerges.
Senate Dissent
Dissent is evident among senators. Connecticut Democrat Richard Blumenthal criticized Trump for creating chaos in the intelligence community. Meanwhile, Senator Tom Cotton lamented the halt of Clayton’s hearing, praising Clayton’s qualifications.
Kentucky Republican Rand Paul had no comment, while Delaware Democrat Chris Coons opposed Pulte’s intelligence role, citing misuse of confidential information. Minnesota Democrat Tina Smith considered Trump’s move a diss to Majority Leader John Thune.
GOP Division
Recent moves by Trump have strained relationships with Senate Republicans, stalling parts of his agenda. Despite backing down sometimes, Trump’s actions still disrupt GOP relations and slow nominations.
DOJ Probe Impact
The DOJ probe into Powell added to delays. GOP Senator Thom Tillis withheld support for Kevin Warsh as Fed chairman during the investigation, questioning DOJ’s independence. The probe ended, but it had already caused disruptions.
Anti-Weaponization Fund
The DOJ’s announcement of an anti-weaponization fund faced backlash. Concerns arose around compensating those indicted for crimes linked to the January 6 Capitol attack. Republican apprehension led to the suspension of the fund proposal.
Republican Resistance
With midterms approaching, some Republicans distance from Trump’s actions. Rozell noted GOP members might resist parts of Trump’s agenda, causing internal divisions.
Todd Belt from George Washington University mentioned that Trump holds sway over GOP voters, but senators traditionally exercise courtesy in presidential appointments. Relations between Trump and Senate GOP remain sensitive, especially with figures like Thune.
Outlook
Trump’s declining approval ratings, economic concerns related to the Iran war, and other challenges may cause Republicans to reconsider aligning closely with his policies. Rozell warns that Trump’s influence could weaken, prompting GOP delays in advancing his agenda.
