New York City officials have issued a warning to residents about potential life-threatening flash floods expected from a storm system impacting the metropolitan area through Monday night. This warning is crucial for thousands living in below-grade and basement apartments, recalling last year’s deadly rainstorm that claimed the lives of two men in flooded basements in Manhattan and Brooklyn.
The city’s Emergency Management and Notify NYC have released alerts advising New Yorkers to brace for intense rainfall and thunderstorms until Tuesday. These alerts caution that high rainfall rates may lead to rapid flooding in streets, highways, underpasses, and residential basements.
Heavy rain in NYC from 7/5 to 7/7 could rapidly flood basements, posing a life-threatening risk. Prepare to move to higher ground or a higher floor if needed. Travel cautiously, avoiding flooded roads. Stay out of flooded basements.
Queens Borough President Donovan Richards also posted on social media that the city is closely monitoring the incoming heavy rainfall, urging those in basement apartments or flood-prone areas to plan for rising waters.

The National Weather Service (NWS) has issued a flood watch for New York City, Long Island, northeastern New Jersey, and southern Connecticut until late Monday night.

Echoes of October’s Deadly Storms
This weather threat highlights ongoing concerns about the structural safety of New York’s below-grade housing. On October 30, 2025, a surprise storm overwhelmed infrastructure and resulted in two fatalities.
In that storm, a 39-year-old Brooklyn man died after trying to rescue his dog from a flooded basement. A 43-year-old Manhattan man was found dead in a basement boiler room. These tragedies intensified scrutiny on the dangers of unauthorized basement apartments, reminiscent of Hurricane Ida’s devastation in 2021 when 11 people drowned in flooded units across the city.
Emergency officials asserted that last year’s storm demonstrated the lethal speed of flash flooding, even in regions with substantial stormwater systems.
