President Donald Trump and Vice President JD Vance have announced the launch of a $25 million whistleblower initiative. This initiative aims to encourage Americans to report suspected fraud involving federal programs, with potential rewards of up to $30,000 for eligible informants.
The program will be administered by the Justice Department’s National Fraud Enforcement Division. It seeks to assist investigators in detecting criminal activities involving taxpayer-funded benefits and other federal programs. According to the White House, rewards will be granted for valuable information that leads to criminal charges and successful enforcement actions.
Known as the Whistleblower Rewards Program, this initiative is part of the Trump administration’s larger effort to combat fraud and improper payments within the federal government. Notably, submitting an allegation alone does not qualify someone for payment. Tips must be original, truthful, complete, and submitted voluntarily. They must also meet the program’s eligibility requirements.
Understanding the Whistleblower Program
The Justice Department specifies that eligible whistleblowers can receive rewards ranging from $10,000 to $30,000. However, Trump mentioned that the commission will be one percent of the reported fraud, even if the discovered fraud amounts to as much as a billion dollars.
To qualify for rewards, individuals must provide written information related to specific fraud categories and cooperate fully with investigators. This information must be original and lead to criminal charges in the targeted areas.
The program addresses federal healthcare offenses and other related crimes. It includes fraud associated with government programs managed by the Departments of Agriculture, Labor, Health and Human Services, Housing and Urban Development, Education, Veterans Affairs, the Department of War, and the Small Business Administration. Particular attention is on hospice services, home healthcare, daycare, and special services fraud.
It distinguishes between voluntary informants and individuals who actively participated in fraud. Those involved in misconduct are generally ineligible for rewards based on the program’s criteria.
The Justice Department’s approach rewards actionable information early without requiring a substantial case resolution before a whistleblower can receive compensation.
Expanding Fraud Crackdown Efforts
This initiative complements the broader campaign to address fraud involving federal funds within the Trump administration. In March, Trump established the Task Force to Eliminate Fraud, chaired by Vance. This task force coordinates efforts across federal agencies to detect fraud, strengthen eligibility checks, and prevent improper payments.
The whistleblower program provides financial incentives for public members to supply information aiding investigators in pursuing suspected criminal activity. Americans are encouraged to submit tips through the Justice Department’s fraud reporting website, fraud.gov.
Notable Reward: Nick Shirley
The White House plans to award journalist Nick Shirley $10,000 for his reporting on suspected fraud in Minnesota childcare centers. Shirley gained national attention in December 2025 after releasing a video questioning the legitimacy of several Somali-run daycare facilities in Minnesota. His investigation revealed seemingly vacant facilities and interviews with individuals claiming they hadn’t seen any children present at these locations.
Shirley’s work directed federal investigative resources to Minnesota. One featured facility in his report was the Future Leaders Early Learning Center. Its former executive, Fahima Egeh Mahamud, pleaded guilty to wire fraud and conspiracy to defraud the United States. Prosecutors allege that Mahamud stole more than $4.6 million through false childcare assistance claims and an additional $850,000 from a federal child nutrition program linked to the Feeding Our Future scandal.
This planned payment to Shirley highlights the administration’s commitment to encouraging help from the public in detecting potential fraud outside traditional law enforcement channels.
Handling Fraud Tips
Whistleblowers must provide original information willingly and cooperate thoroughly to qualify for an award. The information should pertain to a covered offense and lead to criminal charges in a designated area. Not every report will qualify for payment, as eligibility hinges on the completeness, timeliness, and originality of the information, along with meeting the program’s requirements.
This initiative aims to assist the government in identifying suspected fraud earlier and minimizing losses to taxpayer-funded programs. It offers a clear reward path for qualifying whistleblowers. Detailed information about eligibility, confidentiality protections, and the process for evaluating submissions is provided in the Justice Department’s Whistleblower Rewards Program guidance.
